The Biologist Julio since 2001 participates in the aquaculture activity. Similarly, since 2004 he has been involved in the design and development of fish farming projects mainly and in aspects of the industry since early 2005, when he was Coordinator of the Aquaculture health and safety program in the State of Puebla. , Mexico.

From 2005-2014 he directed the operation of health programs in the state of Puebla, Mexico and participated as an advisor in the creation of Product Systems in the same entity, where through strategic planning exercises he designed the action plan for 2008 to 2012 of the Tilapia Product System.

Starting in 2004, he ventured into the design and development of aquaculture projects, in which he participates to date, preparing projects for different institutions of the Mexican government and establishing projects in more than 15 states of the Mexican Republic such as Puebla, State of Mexico. , Hidalgo, Sinaloa, Sonora, Tamaulipas, Veracruz, Tabasco, Jalisco, Michoacán, Zacatecas, San Luis Potosí, Tlaxcala, Guerrero and Oaxaca.

During 2006 and 2007 he participated as a consultant for the Mexico Supreme Quality Brand, certifying Rainbow Trout production units in matters of Aquaculture Safety for sale to commercial chains.

During 2008, he participated in the pilot program for Latin America of the Certification of Aquaculture Technicians from Auburn University. In addition, from 2008 to 2012, he participated as an advisor through the Extension programs promoted by INCA Rural in Mexico.

From 2014, he joined the General Planning Directorate of the National Commission for Fisheries and Aquaculture (CONAPESCA) of the Government of Mexico as Assistant Director of Strategic Projects, collaborating in the preparation of a National consultation for the diagnosis of Fisheries and Aquaculture to create strategic lines to strengthen activities, this work was prepared in conjunction with FAO, also participated in strategic programs that the Mexican Government implemented such as National statistics, the program to promote capitalization (fishing energy) and the supervision program of CONAPESCA's programs.

He currently participated as Director of Linking at the Technological University of the Sea of Tamaulipas Bicentennial, preparing and executing strategic projects for the development of Aquaculture in the State and that serve as a model for the Gulf region of the country, in addition to being the technical arm of the Secretary of Fisheries and Aquaculture in the State. Among the functions performed, the base was established to involve the student community in the World Aquaculture Society, and through international outreach programs, students are involved in exchanges for the training of future aquaculture professionals.

Believer in continuous improvement, collaboration and always fighting for innovative ways to improve the sector. Assuming a leadership role in new initiatives and in charge of the Latin American and Caribbean Chapter of the World Aquaculture Society WAS, I always remain in search of contributing to the growth of the industry.
