As a Research Marine Biologist, you will perform the following duties:

  • Designs and executes research studies to assess the population structure, abundance, and status of cetacean populations within ecosystems across the Pacific Ocean.
  • Responsible for all aspects and phases of the research work. Serves as a Principal Investigator preparing, coordinating and directing the implementation of the research project.
  • Prepares research proposals to fund and support all aspects of research, including salaries, equipment/supplies, contracts, and travel.

Conditions of Employment Driver's License Required: Incumbent must possess a valid driver s license to use federal motor vehicle to attend meetings with partners/stakeholders, and to support the research mission. Physical Requirements: Incumbent must be able to bend, stoop, and lift up to 50 pounds unassisted, satisfy all requirements to go to sea for up to 3 weeks at a time aboard NOAA research vessels and small boats, able to work on uneven surfaces, able to ascend and descend ladders, and able to work outdoors in potentially harsh/hazardous weather conditions. BASIC REQUIREMENTS: This position requires applicants to meet a Basic Education Requirement in addition to at least one full year (52 weeks) of specialized experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. You MUST meet one of the following basic education requirements: To qualify for the 0401 series: EDUCATION: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirements, you must meet: SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Specialized experience: To qualify at the ZP-03 (GS-11/12) grade level: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZP-2 (GS-9) in the Federal service. Specialized experience MUST include all of the following: Participating as part of a multi-disciplinary research team studying marine or terrestrial wildlife; and Proficiency in standard statistical approaches used in the design and analysis of wildlife population assessment research. OR SUBSTITUTION OF EDUCATION: Master's or equivalent graduate degree OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience as described above. To qualify at the ZP-04 (GS-13/14) grade level: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 (GS-12) in the Federal service. Specialized experience MUST include all of the following: Experience leading multi-disciplinary research studying marine or terrestrial wildlife; Planning of multi-disciplinary research cruises, including developing the study design, selecting the research team, and overseeing the logistics of the research effort; and Proficiency in advanced statistical approaches used in design and analysis of wildlife population assessment research.
