RESPONSIBILITY FOR AQUACULTURE SECTORS

Job Details

Reporting to the Head of the Aquatic Environments and Resources Service (SMRA), the successful candidate is responsible for implementing and updating the provincial action plan (PAE) and development strategies for aquaculture, as well as for managing structuring projects for the sustainable development of the aquaculture sector in the Northern Province. It will also have to be involved in the development and structuring of aquaculture sectors across New Caledonia. Main activities coordination of the implementation of sectoral public policies; steering the development and structuring of aquaculture sectors in the Northern Province; participation in strategic discussions at the country level in the aquaculture sector on the framework for development and support for activities; participation in the definition and programming of research or R&D areas in aquaculture in conjunction with producers, Ifremer and the technical centers of Adecal Technopole, while ensuring the monitoring of their execution and financing; the assembly, instruction and monitoring of public and private investment projects in the aquaculture sector, in liaison with institutional partners (DAF, DAJAP, ICPE, ADRAF, etc.), financial partners (Banks, ICAP, etc.), Nord Avenir and design offices; administrative and financial monitoring of projects and agreements linking the province to external partners in the sector; the animation of scientific, technical and institutional partnerships (Ifremer, ADECAL Technopole, UNC, GFA, Rural Agency, etc.); representation of the Northern Province in the technical and strategic bodies of the sector (South Pacific Secretariat, Research Institutes, Rural Agency, etc.); non-hierarchical supervision of the aquatic environments and resources technician responsible for aquaculture diversification (functional management). Secondary activities participation in field missions related to the activity; the development and updating of the provincial regulatory framework (ICPE, AODPM, etc.) to support the development of the sector; the supervision of the structuring of aquaculture diversification projects upstream of the intervention of the aquatic environments and resources technician responsible for aquaculture diversification; participation in the reflection on the link between fishing and aquaculture. Special characteristics of the job Holding the position requires extensive travel throughout the Northern Province.

Requirements

Knowledge / Skills / Diploma required: hold a fisheries engineering diploma or a BAC +5 in aquaculture, fisheries sciences, environment, agricultural development or rural economy; hold a B license; knowledge of the socio-economic, land and environmental contexts of the PN; knowledge of the context of aquaculture sectors as well as the administrative and regulatory context in New Caledonia; scientific knowledge enabling understanding of research themes in the field of activity; concepts of business economics Know-how: project mode management and participatory management; mastery of the main IT tools for management, analysis and monitoring; excellent synthesis and writing skills. Professional behavior: Sense of initiative, autonomy and rigor; Good interpersonal skills and ability to work in a network; Adaptability and priority management.
